Can someone dumb down what a CCR does and how to become a government CCR?

While looking into small business loans, someone suggested to me that I go online and register as a government CCR. They said it is a great source of income, plus if you work for the government, you will definitely get the grants and loans. I want someone to dumb down in sixth grade terms what it means to be a CCR and how I go about applying. Thank you so much. I am so confused and I was too embarrassed to tell this person I wasn't comprehending.
