Help with Norstar Meridian phone T7316E?

The phone at work seemed to "lock up". It said all the lines were in use when they weren't. We turned off our power and and turned on again thinking the phones just needed to be reset. It did reset the phones. However, Feature 983 and 981 now say they are "inactive". I also checked and when the phone rings the automated attendant does not answer, and I can't get into our CCR tree ect....
