Tribute MC, and my acct.?

2 yrs. ago i put 5 bills into a program, with CCR, and the other day i called the phone number for TMC, and per the recording they cant find the acct. CCR, sent then a lump sum proposal, they never answered the proposal, is there an answer to this, doesnt the government specify that all CC companies have to accept the offers so that the seniors as i am can get out of det. I am so upset
